The Work Safety and Health Organization & Management System (WSHOMS) concerns the requirement for creating a system of procedures related to the prevention and management of work-related risks during the construction of Public Works.
The Work Safety and Health Organization & Management System (WSHOMS) is usually developed by the project contractor, who, according to the law, is responsible for its implementation and integrates all processes and actions for monitoring and applying health and safety measures on the project. Additionally, the contractor is responsible for preparing the Safety and Health Plan (SHP) and the Health and Safety File (HSF), including the Occupational Risk Assessment.
The WSHOMS is mandatorily monitored by the service to which the technical public project belongs.
As minimum requirements for the WSHOMS, among others, the following are specified:
- The Health and Safety policy statement.
- Definitions of Safety Technician, Safety Coordinator, and Occupational Doctor.
- The management system for health and safety of subcontractors.
- The safety procedures to be applied on the project (e.g., accident investigation, first aid, staff training, etc.).
- The guidelines for safe execution of work and the necessary special studies that need to be conducted.
- The inspection system and safety meetings that will be held on the project.
- The complete preparation of the Safety and Health Plan (SHP) and the Health and Safety File (HSF).
- The detailed recording of risk sources and the risk assessment for each phase and sub-phase of the project.
- The operation and maintenance manual of the project after the completion of the work.
