The Health and Safety File (HSF) is a record of the final project’s details, including guidelines and useful information that must be considered throughout the project’s lifecycle (such as maintenance, cleaning, modifications, etc.). Its primary purpose is to prevent risks during any activities that may occur after the project’s completion and throughout its operational life. According to applicable regulations, it is also an essential component of the documentation submitted for obtaining a building permit, where such a permit is required.
The main contractor is responsible for preparing the Health and Safety File (HSF), or, in their absence, it is compiled by the project owner. The HSF delivered by the contractor to the project owner must comply with the requirements set forth in Presidential Decree 305/1996.
The Health and Safety File includes the project logbook namely, the drawings and technical specifications along with the instructions and relevant information regarding Occupational Health and Safety that should be taken into account during any subsequent works throughout the life of the project (such as maintenance, alterations, cleaning, etc.). Indicatively, this may include the safe execution of various tasks, risk avoidance related to utility networks (water supply, electricity, gas, steam, etc.), fire safety, and more.
