The Health and Safety Supervision Engineer (HSE Supervisor/Engineer) in refineries has the primary responsibility of monitoring, implementing, and continuously improving health and safety policies, procedures, and practices within the facility—both during normal operations and during technical work or shutdowns. The role is especially critical due to the heightened risks associated with the processing and storage of flammable, toxic, and explosive substances.
Main Responsibilities
- Supervision of high-risk activities (e.g., hot work, confined space entry, lifting operations, line breaking), ensuring full compliance with the refinery’s HSE policies.
- Verification of the application of the Permit to Work (PTW) system and related procedures for each activity.
- Conducting HSE inspections and audits in the field, identifying unsafe conditions and behaviors, and taking immediate corrective actions.
- Providing training and raising awareness among employees and contractors on safety issues, prevention, and emergency response.
- Participation in the investigation of accidents and incidents, preparing reports, analyzing root causes, and recommending preventive measures.
- Recording and monitoring HSE performance indicators (KPIs).
- Collaborating with other technical teams, such as Safety Technicians, Work Coordinators, and Maintenance Supervisors, to ensure the integration of safety into every phase of the project or operation.
